      1. Disorder The repeal of welfare leads to student riots and even hostage taking. Saint Oz comes in to support the socialists, and slaughters the hostages after the situation is resolved. Pragmia, feeling threatened by Ozian might, calls for a Conference.
      2. Breaker Island Conference
        1. Pragmia, YV, St Oz, King Rat, Inglo-Scotia, and Rothalia all attended. King Marcica attempted entry but was refused.
        2. The result was the Pan Lexicon Treaty Organization, with King Rat chosing not to join.

      5. PLTO stops Inglo-Scotia with their own blockade-- War averted
      6. Assasination attempt against Princess Hannah leads to King Rat invading Romanar
      7. Romanaran President overthrown, punishment for war criminals initiated. PLTO offers mediation.
      8. King Rat withdraws unilaterally
      9. Baltija abruptly lands to support rebels, Bustos sets up blockade to support.
      10. PLTO & Myrorian humanitarian efforts blocked by Baltija, Bustos
      11. Myrorian plane with doctors shot down.

        1. Does nothing except avoid confrontation-- in effect PLTO gives MDP free reign by obfuscation
